[ARCHIVED] City Manager Releases Recommendations for FY21 CDBG Allocations

portland news

City Manager Jon Jennings released his recommendations to the City Council for FY21 Community Development Block Grant (CDBG) funding today. More information is available on the City’s CDBG webpage. The City Council will hold two public hearings regarding the CDBG funding before taking a final vote on the following dates:

Remote Public Hearing 1 –  April 27, 2020
Remote Public Hearing 2 – May 4, 2020

All applicants are encouraged to attend the remote meetings. Public comment will be taken at both meetings. Log-in information for the meetings is available at

“As in past years, the need for CDBG funding continues to exceed the amount of funds available,” said City Manager Jon Jennings. “As I mentioned in my letter to the City Council, this year, I feel strongly that the Portland CDBG Child Care Voucher Collaboration is a vital program that should receive funding. In order to partially fund this program, I reduced funding by 10% on all programs except Community Policing, the Wayside Foods Direct Service Program and the Preble Street Food Program, freeing up $40,600 for the child care voucher program. Fully funding the food programs is consistent with my recommendation from previous years that food security is a basic necessity and integral to services provided to the homeless population.”

“I want to thank the CDBG Allocation Committee for the work they did to research and score the proposals we received. I also want to thank the Council for the opportunity to share my recommendations. As I have stated earlier, all of the programs requesting funds are worthy, but unfortunately, there is not enough funds to support all the proposals.”
