Apply for Certificate of Appropriateness and Application Deadlines

Property owners wishing to request approval for work must submit an Application for a Certificate of Appropriateness.  Both staff and Board members are ready to assist you in identifying practical and affordable solutions that meet both your needs and the standards of the ordinance.  Feel free to contact historic preservation staff to discuss your project or arrange a site visit.

The Historic Preservation Board meets on the first and third Wednesday of each month (except where national holidays require a change in schedule.) Meetings generally begin at 5 p.m. and are held in Room 209 of City Hall. Please confirm meeting time and location before your meeting, as unforeseen changes may occur.  There is typically only one meeting held in August and December.

In order for your proposal to be scheduled for a Historic Preservation Board meeting the following must be completed by the application date deadline as shown by clicking this link:  Application Deadlines.

  1. A complete application must be applied for electronically through the City's Customer Self Service Portal;
  2. Plans and documents must be uploaded into e-plan.  E-plan is a separate program used by staff to review your project.
  3. The application fee must be paid in full at least 2 weeks in advance of the desired meeting.
The application should include:
  1. A detailed description;
  2. Photographs of the property
  3. Plans and elevation drawings
  4. Product specifications
Once the application has been submitted through the Customer Self Service Portal, an e-mail will be sent to the "bill to" contact person with instruction on how to make payment.  At the same time, you will will also receive an e-mail from e-plan with instructions on how to upload documents and plans into e-plan.  Once these steps have been completed, the item will be scheduled.  Applications received after the deadline will be considered for a subsequent meeting.

NOTE:  Submission of an application by the deadline does not guarantee that you will be on the next meeting agenda. If the Planning office receives more applications than can be reasonably reviewed in one meeting, staff reserves the option of postponing some items to the following meeting.

If you have any questions or need assistance in submitting your application, please contact the Planning and Urban Development Department at (207)874-8719 or (207)874-8721.
