City Selects New Director of IT & New Director of Innovation and Performance Management

City Manager Jon Jennings is pleased to announce that he has selected Hanna Pickering to serve as the next Director of Information Technology and Lena Geraghty to serve as the first Director of Innovation & Performance Management. Ms. Pickering’s position will go before the City Council for a vote at its next meeting on Monday, March 18. Both will serve as part of the City’s leadership team.  

“I’m delighted to welcome Hanna and Lena to the City of Portland team,” said City Manager Jon Jennings. “We performed an extensive search to find the right people for these positions because they will play such a critical role in our work to make government more efficient and to ensure our outcomes lead to improved quality of life. I’m impressed with the level of expertise we were able to attract with Hanna and Lena. They will work closely with our Director of Communications, and across all departments, to finalize and achieve our innovation agenda.”

As Director of Information Technology, Ms. Pickering will be responsible for managing all IT Department staff and an integrated technology platform for all City operations. She will plan and manage all IT initiatives, and be responsible for helping the city evaluate and use emerging technologies to achieve its efficiency and innovation goals. 

Hanna Pickering most recently worked as an IT Consultant for several private companies and a county government organization. Prior to that she held senior IT positions with Cerner and Systems Engineering, worked as the Director of Technical Services for Central Maine Healthcare, and worked as Head of Technology for Stone Coast Fund Services. Ms. Pickering earned her Master’s of Arts from the University of St. Andrews in Scotland. She currently lives in Portland.  

As Director of Innovation & Performance Management, Lena Geraghty will be responsible for taking the lead on a number of smart and connected city initiatives currently underway and planned, and work to implement a full innovation, performance management, and process improvement agenda to support Portland’s commitment to improving its citizens’ quality of life while providing efficient government services. 

Ms. Geraghty most recently served as a Senior Advisor for Johns Hopkins University’s Center for Government Excellence where she worked with more than 30 governments from around the world in elevating their innovation, data management, and performance management efforts as part of Bloomberg Philanthropies’ What Works Cities initiative and through fee-for-service projects. For the last four years, she helped cities establish best practices, address barriers to productivity, and conducted trainings to help institute innovative data practices. 

Ms. Geraghty earned her BA from McGill University in Montreal, Quebec, and her Master’s in Public Administration from the University of North Carolina, Chapel Hill. She currently lives in Portland and serves as a Board Member of Portland Buy Local and as a Program Volunteer for The Telling Room.  

Both will begin working with the City on Monday, March 25, 2019.
