Brighton Avenue Sewer Separation Project
Road Work on Brighton Work Avenue Set to Resume on Monday, April 18th
PORTLAND, Maine -- Beginning Monday, April 18, 2022, the City’s contractor, DDI Construction, will resume work in Brighton Avenue between Rand Road and Capisic Street as part of the Brighton Avenue Sewer Separation Project. The contractor will be completing final project work including sidewalk, curbing and landscape repairs, final paving and striping. This final project work is anticipated to last approximately 2 months. Motorists should expect delays when driving through the work zone and are encouraged to seek alternate routes around the project area. Please watch out for signage and drive slowly through the work zone. For more information about the project, please visit the project website.
IMPORTANT INFO FOR MOTORISTS: Brighton Avenue will be reduced to one lane in either direction between the hours of 9:00 AM and 3:00 PM to allow the contractor to complete the work. The contractor will be required to maintain two lanes of traffic in the inbound direction during the morning commute (7:00 AM - 9:00 AM) and two lanes of traffic in the outbound direction during the afternoon/evening commute (3:00 PM to 6:00 PM). Access to local businesses and residential streets will be maintained during the project.
SEEK ALTERNATE ROUTE, IF POSSIBLE, TO AVOID DELAYS
Motorists are urged, if possible, to seek alternate routes into and around this area during this time period.
Project Updates
Project Update 2/11/2022
The City of Portland Public Works Department would like to provide an update on this project. The goal of this project was to reduce/eliminate combined sewer overflows (CSO) into the Fore River Tidal Marsh area at CSO location # 39. This sewer separation was accomplished by installing a new storm drain system in the project area. Since the final sewer separation for the project was completed on November 11, 2021 the City has not observed a CSO overflow at CSO #39. The City will continue to monitor this CSO for overflows over the next year. After a period of monitoring the City hopes to be able to permanently close this CSO outfall.
Project Update WE 12/23/21
Project construction work will conclude for the season as of today 12/23/21. Over the last several weeks the contractor has been temporarily winterizing the work zone to make the area operationally functional over the winter. There may be times when the contractor returns to the job site over the winter to address any issues with the temporary sidewalks and roadway patches which may arise. The contractor will return in the spring to finish project curb, sidewalk, landscape restoration and final paving work starting in early April 2022.
Project Update 11/12/2021
- All project underground storm drain and sewer work has now been completed as of 11/11/2021.
- The contractor will begin pavement restorations in Brighton Avenue and all of the project side streets next week.
- The goal is for Brighton Avenue from Wessex to Devon Street to be base paved by next Friday 11/19/21, weather permitting.
- Curb, sidewalk and other miscellaneous restoration work will continue after that until the end of November.
The City of Portland DPW thanks the public for it's patience during this project. As a reminder the goal of this project aims at eliminating combined sewage overflows into the Fore River Estuary.
Project Update for Week Ending 10/8/21
- The contractor installed 30 Linear Feet of 8" sewer in Warwick Street.
- The contractor installed 104 Linear Feet of 18" combined sewer in Brighton Avenue and one sewer manhole.
- The contractor installed 20 linear feet of 15" storm drain and 1 catch basin at the Brighton Avenue-Warwick Street intersection.
- The contractor continues to work on finalizing the new water main system.
Project Outlook for Week Ending 10/15/21
- The Contractor will complete the remaining 18" combined sewer installation in Brighton Avenue.
- The contractor will tie in the new water main in Brighton Avenue into the existing water main in Warwick Street.
- The contractor will install 30 inch storm drain in Brighton Avenue at the Warwick Street intersection.
Schedule Note: The contractor is on schedule to substantially complete the project by the deadline of 11/12/21. Utility work is scheduled to conclude in 3 weeks, which will be followed by roadway repairs.
Project Update for Week Ending 9/3/21
-The contractor has finished main line 12" water main installation on the inbound side of Brighton Avenue
-The contractor continues to install storm drain along the inbound side of Brighton Avenue in front of Subway.
-The contractor installed multiple water services on the inbound side of Brighton Avenue.
Project Outlook for Week Ending 9/10/21
-The contractor will finish storm drain work along the inbound side of Brighton Avenue between Terrace Avenue and Webb Street.
-The contractor will finish water services along the inbound side of Brighton Avenue.
-The contractor will shift traffic over to the inbound side of Brighton Avenue to begin work on the outbound side of the street during the work day.
Rowe Avenue to be closed at Brighton Avenue Intersection on June 29 from 9am-12pm
PORTLAND, Maine -- On Tuesday, June 29, 2021, the City’s contractor, DDI Construction, will temporarily close Rowe Avenue at the Brighton Avenue Intersection. This is being done to facilitate the installation of a large diameter stormwater manhole at the mouth of the intersection. The contractor will need to bring in a specialized piece of equipment to make the installation due to the proximity of overhead electrical wires. Local traffic on Rowe Avenue is advised to access Brighton Avenue via Levia Street and Webb Street. This work is being done as part of the Brighton Avenue Sewer Separation Project. The temporary shutdown of Rowe Avenue is only scheduled to last a few hours. This work is part of on-going utility work in Brighton Avenue which will last for several months. PROJECT TRAFFIC UPDATE: New storm drain and water construction work will begin in Brighton Avenue during the week of June 21st. Please see the previous traffic advisory for further details on Brighton Avenue traffic restrictions.
WE 6/11/21 Project Update:
1.) The contractor installed 74 linear feet of 42" storm drain from the recently completed Nutrient Separating Baffle Box in Meriline Avenue to the first drain manhole in Rowe Avenue.
2.) The contractor installed two catch basins to replace existing drain structures in Rowe Avenue.
3.) The contractor cleaned up and began to restore Meriline Avenue to it's original pre-project condition.
4.) Thirsty Turf, a subcontractor for DDI Construction, continues to set up the project's temporary water system.
Upcoming Work WE 6/18/21
1.) The contractor will connect the new catch basins installed in Rowe Avenue to the new 42" storm drain system.
2.) The contractor will continue 42" storm drain installation near the Rowe Avenue-Brighton Avenue intersection.
3.) The contractor will make finalize the temporary water system.
4.) The contractor will complete restorations on Meriline Avenue.
5.) Thirsty Turf will complete work on the temporary water system.
WE 5/28/21 Project Update:
1.) The contractor completed final excavation work and sub base preparation to install 8'x16' Nutrient Separating Baffle Box Stormwater Treatment Vault in Meriline Avenue.
2.) The contractor mobilized a crane to the project site and installed the Nutrient Separating Baffle Box.
3.) The contractor began backfilling the baffle box.
4.) Thirsty Turf, a subcontractor for DDI Construction, continues to set up the project's temporary water system.

1.) The contractor will continue to backfill around the Nutrient Separating Baffle Box in Meriline Avenue and start to clean up the area.

Utility Work in Brighton Avenue Set to begin on Monday, May 17th

Please watch out for signage and drive slowly through the work zone. Once work moves into Brighton Avenue, it is scheduled to last for the duration of the summer. WE 5/14/21 Project Update:
1.) The contractor installed an 8 foot diameter drain manhole in Rowe Avenue.
2.) The contractor installed 26 feet of 42" storm drain in Rowe Avenue.
3.) The contractor offset two residential water services in preparation for 42" storm drain installation in Rowe Avenue.
Upcoming Work WE 5/21/21
1.) The contractor will be setting up traffic controls on Monday 5/17 in Brighton Avenue and will begin saw cutting pavement in preparation for upcoming utility work. Work in Brighton Avenue will continue for a remainder of the project.
2.) The contractor will have a subcontractor on site to begin setting up the project's temporary water system. You will be contacted by PWD if your home is scheduled to receive temporary water during the project.
3.) Storm drain work will continue in Rowe Avenue towards Brighton Avenue.
WE 4/16/21 Project Update:
- PWD cut In Valves installed in Rowe Avenue and Dorset Street in preparation for the temporary water system.
- Erosion and sediment control devices installed within the project area.
- Tree clearing at the end of Meriline completed for storm drain outfall work.
- Rip Rap energy dissipation pad installed at the location 42" storm drain outfall
- 20 LF of 42" storm drain outfall pipe installed at the end of Meriline.
- PWD cut in valves to be installed in Warwick Street and Lomond street.
- 42" storm drain work continues in Meriline Avenue working towards Rowe Avenue.
WE 4/2/21 Project Update:
DDI construction began to mobilize and bring materials and equipment to the site.
The first project weekly field meeting was held on site.
Utility test pits were completed on Lomond Street.
Upcoming Project Work WE 4/9/21:
The contractor will begin to install PWD water main cut in valves in Rowe Avenue (4/5/21) and Dorset Street (4/7/21) in preparation of setting up the project's temporary water system. The temporary water system is required to be able to replace the existing water mains in the project area.
The contractor will also begin to install a riprap scour protection pad in preparation for the installation of the 42" storm drain outfall pipe at the end of Meriline Avenue.
WHAT’S HAPPENING
- New 10” – 42” storm drain will be installed within the following streets
- Brighton Avenue (Dorset to Lomond Street)
- Rowe Avenue (Meriline to Brighton)
- Lomond Street
- Meriline Avenue (Rowe Avenue to Wetland)
- Sections of the existing combined sewer system in Brighton Avenue will also be replaced as part of the project.
- In total the project will construct 2,100 linear ft of new storm drain and new sewer main
- A 10'x16' Nutrient Separating Concrete Baffle Box will be installed in Meriline Avenue to provide stormwater treatment for the new separated system.
- This project is a joint venture with the Portland Water District. The District will be renewing it's water main in Brighton as part of the project. Approximately 1,500 Linear Feet of water main will be installed as part of the project.
- New ADA compliant ramps/crosswalks will be installed at the Brighton/Warwick Rowe intersection and the Brighton-Dorset intersection.
WHAT TO EXPECT DURING THE PROJECT
- Noise
- Large equipment and machines moving through the area creating vibrations
- Traffic disruptions, backups, moving work-zone, slower traffic in Brighton Avenue
- Temporary disruptions to driveways, water, sewer lines (contractor must provide notification)
- Temporary water lines will be installed running across yards and connecting to houses. (PWD will notify you if you are affected by this)
- Dust - contractor required to control dust but it will still get dusty at times
- Professional interactions with contractor (contact one of the people listed below, if this doesn’t happen)
SEQUENCING OF PROJECT - Updated 8/24/2021
- Start of construction late March - early April 2021
- April 2021-July 2021: Storm Drain Installation in Meriline Avenue and Rowe Avenue, Installation of stormwater treatment vault in Meriline, PWD Cut in valves.
- July 2021-October 2021: Storm Drain and Water Main Installations in Brighton Avenue between Devon and Lomond Street.
- October 2021-November 2021: ADA Ramp Work and Trench Pavement Restorations.
- Spring 2022: Final trench pavement repairs.
